How do you cut old asbestos/fiber exterior siding shingles when installing them back on the house?

Some repairs were made to parts of the ext wall and wall mounted AC units were removed also. The old shingles were removed but some broke so I have a mix of new and old shingles to reuse but they have to be cut to fit the patches and also around the windows. What and how do I cut and fit them?
